These certificates, which are required by the NPA, help the government track international goods traffic and must be noted on the Bill of Lading and Cargo Manifest during customs procedures. Without a CTN (ACD) certificate, cargo may not be cleared, and a penalty fee may be incurred in addition to other expenses, such as demurrage and storage fees.
